To Add New Reviewer, Navigate to Dashboard > Users > Add New.

To Add Reviewer
Fill Up All the Required Fields
Make Sure to Select Role = "Reviewer"
Navigate to Bottom of the Page and Click on "Add New User" Button to Save.
Done !
